OMB Memo M 16-11 dated May 4, 2016, Improving Administrative Functions Through Shared Services.
The Office of Financial Innovation and Transformation (FIT) recently distributed two sets of documents to Federal agencies in support of Office of Management and Budget (OMB) Memorandum 13-8, Improving Financial Systems Through Shared Services. The first set of documents supports agencies who are seeking financial management shared services from one of the four designated Federal Shared Service Providers (FSSP). These draft “Quick Guides” outline the four phases of the Federal Agency Migration Evaluation (FAME) process and include the artifacts that all customer agencies and FSSPs must complete during the process of selecting an FSSP.
The second document is the Federal Financial Management Services Catalog. The catalog is intended to assist Federal agencies in procuring financial management services from Federal shared service providers (FSSPs). The catalog promotes the Federal government’s move to improving transparency and standards across financial management shared services in several ways:
- Identifies and defines the mandatory financial management shared services that FSSPs must offer;
- Defines the common outputs generated from these services;
- Presents pricing considerations and FSSPs’ unit prices for these services; and
- Provides up-to-date information based on actual prices and services.
FIT will publish an updated catalog in early 2015 to include, among other changes, the addition of price ranges from the four designated FSSPs and mandatory service level agreement metrics.
