PROFESSIONAL EXPERIENCE
Governmental Accounting Standards Board
As Chairman of the Board and the only full-time Board member, Mr. Attmore served as the CEO and primary representative of the GASB with constituent groups and the GASB’s oversight organization. In addition, he was responsible for leading Board activities including agenda setting and deliberations of various standard setting projects. Bob also had responsibility for hiring and oversight of all GASB staff and consultants and development of the annual budget for the GASB, as well as oversight of all administrative functions.
The GASB successfully dealt with a significant number of critical accounting and financial reporting matters during his tenure that advanced the transparency, relevance, and comparability of financial reporting and fostered greater accountability for the financial stewardship of state and local government officials.
New York State Comptroller’s Office
As Deputy State Comptroller for Management Audit and State Financial Services, Mr. Attmore provided leadership to more than 530 professionals and support staff that served as the center of financial accountability for New York State.
Bob served as de facto State Auditor responsible for overseeing 250 professional staff that conducts audits of all State Departments, Agencies and Public Benefit Corporations, as well as all New York City government agencies. He established audit policy and direction for financial and performance audits to evaluate the economy, efficiency and effectiveness of government funded programs. These audits, management studies and evaluations, which were conducted in compliance with professional standards, identified billions of dollars in savings.
Mr. Attmore was also responsible for overseeing more than 270 State Financial Services staff who day-to-day handle the State’s contract approval process, audit and payment of all state expenditures, operation and maintenance of the State’s central accounting system and official financial records, and the preparation of the State’s award winning financial statements and related financial reports.
New York State Office of Mental Health
As Director of Internal Audit, Mr. Attmore planned and directed a major expansion of the internal audit unit and integrated the internal audit function into the culture of one of New York’s largest state agencies. The Office of Mental Health operated thirty-one psychiatric hospitals and regulated all inpatient and outpatient mental health services provided in New York with a staff of 38,000 employees and a budget of $1.5 billion.
